About:240-Hour Visa-Free Transit

TaipeiShanghaiHong Kong

Is this still eligible for the 144hour twov? Worried because both in and out countries are kind of in that gray area although they do say either can be country A and C, but can both?

Taipei-Shanghai-Hong Kong is fine for transit without visa.
