Can I apply by postal service? (and another inquiries)

I am an Indonesia holder passport and live in Kagoshima, I would like to ask about the application procedure:
1. Can I apply for the VISA at the Chinese Consulate-General in Fukuoka?
2. Can I do the application by post service? my friend in Kobe ever applied by the postal service to the consulate in Osaka, and considering the VISA service is not available in Kagoshima, it will be more convenient for me to apply by postal service.
3. My passport is renewed in 2017, should I submit my old passport as well?

1. Maybe you need to submit the application to Chinese Visa Application Service Centre in Tokyo. Address: 8th floor, Kamiyacho Prime Place, 4-1-17, Toranomon, Minato-ku, Tokyo
2. I'm afraid there is no post service. But you can contact the CVASC to confirm that.
3. You should submit your old passport as well.
