I am American and my husband is Chinese, but I have heard only the foreign citizen groups are allowed to enter Tibet.Is that true?

Chinese citizens can certainly enter Tibet without Tibet Travel Permit, but you need apply for TTP as your Russian Nationality.According to the policy, foreigners are not permitted to visit Tibet independently, so you need to join in a group through a travel agency if you hold Russian passport. Besides, you need to apply for Tibet Travel Permit.
