The only way to get a Chinese passport is to immigrate to China.
In your case, your father is a Chinese citizen but your family have been settling in the Philippines. So when you was born in Philippines, you didn't have a China passport. If you want to go to China, you can also apply for Chinese Visa.

I suspect your father's Filipino mother was a naturalized Chinese citizen at the time he was born. Otherwise, there is no reason why the birth certificate would indicate her being a Chinese citizen. Since it was not disputed by his parents for 69 years, I would agree that he should be considered Chinese by the Philippines. You should contact your local Chinese Embassy. They might be able to point you to the right direction.
