About:72-Hour Visa-Free Transit

Is there a limit on using this transit scheme?

I want to visit both Beijing and Shanghai, so for example;
Tokyo- Beijing - Ho Chi Minh City and then coming back Ho Chi Minh City - Shanghai - Tokyo
Is doing this possible?

Yes that is two separate transits, so its possible as long as your passport is from one of the eligible countries.
