About:72-Hour Visa-Free Transit

I have 9 hr layover at Xiamen. I hold Philippine passport. Can I apply for 10 years tourist L?

My flight is Los Angeles to Xiamen then wait for 7 hours layover in Xaimen. Then go to Philippines. I have Philippine passport.
Stay in Philippines for 3 weeks. Fly back from Manila to Xiamen with 9 hours layover in Xiamen, then go to Los Angeles. I am US Permanent Resident.
Do I need to apply for transit G to China?
Can I just apply for the 10 years multiple entry tourist L instead of transit G? I am planning to visit other china cities in another trip around 2 years from now. Thank you.

You don't need a transit visa. However non-US citizens are not eligible for the 10-year visa.
