HKG-SHA-HKG is not eligible for transit without visa. You need a visa or a different itinerary.

Hi Rob,over
I meant I will be flying from Sydney-Shanghai-Hong Kong-Sydney, however there is a stop over at Hong Kong (Sydney-Shanghai) as I will be flying Cathay Pacific. Under this scenario am I eligible for the 72 hours free transit at Shanghai?

Sydney-Shanghai-Hong Kong-Sydney will be fine for the free transit in Shanghai. Nice trip.

You are not eligible for visa-free transit, and you must get a visa or change your flights. Yes, Sydney-Shanghai-Hong Kong-Sydney would qualify. But it appears that you are flying Sydney-Hong Kong-Shanghai-Hong Kong-Sydney which does not qualify. You can’t simply ignore one of the flights in your itinerary.
