Could you please tell me if we can get the 144 hour visa on arrival in Shanghai?

We are from UK and are flying London -Taiwan - Tokyo (cruising) to SH. We will be staying in SH for 3 nights then back to UK via Hong Kong and seem to fit the requirements but keep hearing conflicting reports.
