Only one stop in China- Guangzhou??

I'm not sure I'm following with the talk of "third country" stops. I'm travelling from Canada, stopping in Guangzhou and moving on to Phuket Thailand, and the same on the way home. I would be in Guangzhou for less than 9 hours both times, can I leave the airport and explore without a visa?

Third country in your case would be Thailand since it's the third country on your itinerary (Canada the 1st and China the 2nd). Eligibility of the 24-hour TWOV is always determined by the immigration officer and there's no guarantee that you would be admitted into the country.
