Auckland - Guangzhou (CAN) - Amsterdam - visa free 24H

I am Indonesian Passport Holder need to transit at Guangzhou (Baiyun Airport) for 8 hours, flight from Auckland toward the final destination Amsterdam and vv. Can I apply 24hr transit Free at Airport Immigration on arrival at Baiyun? I want to see local area outside of the border control, for example go to the city centre during my 8 hours layover at Baiyun Airport? Thanks
