residence permit renewal time

Question

I am changing educational institutions and wondering if that takes as long as changing a visa to a residence permit? I have to travel out of the country at a certain date and not sure if my permit will be ready in time. Part 2 to this question: I only have one completely blank visa page left in my passport, is that enough for this resident permit renewal?

Personally I think you need to renew the residence permit at the new local PSB. Maybe you need to renew your passport. You can contact the PSB to confirm that.
