residence permit renewal time

I am changing educational institutions and wondering if that takes as long as changing a visa to a residence permit? I have to travel out of the country at a certain date and not sure if my permit will be ready in time.

Part 2 to this question: I only have one completely blank visa page left in my passport, is that enough for this resident permit renewal?
