About:China Student Visa

Do I need to apply for a new visa to transfer to a different University ?

I want to apply at a different University in a different province. Do I need to reapply for my entry permit or can I just register at the new University ?

I don't think you need to reapply for a new visa. But maybe you need to re-register at the exit and entry administration of the new local PSB.
