About:72-Hour Visa-Free Transit

cruise passenge. does he need to apply for a visa?

I have a passenger that will be arriving 24 hour prior to the Holland America cruise out of Shanghai and then returning back to shanghai for a 48 hour post cruise stay.

That depends on where the passenger is arriving from, the next port of call after Shanghai, and the passenger's nationality.
