With out invitation letter can I get business visa for my first visit?

Hi, I'm running my business here in Nigeria and want start importing from China but I don't have an letter from Chinese based business partner please can I still apply for business type M? If not which type can I apply for the first time to allow me find a business partner in China. Thanks
