Apply China VIsa. Can I apply at Johor Bahru?

Hi, I need to help my son (one years old) to apply visa, but I don't know where should I go to. We are Malaysian, but my husband is from China- ShanDong. Both of us working at Singapore, my son with babysitter at Johor Bahru-Malaysia.
