I'm flying from London to Auckland with a layover in Beijing for 13 hours and same on return.

Can I get a visa-free pass to leave the airport and stay at a local hotel?

Yes, if you wanna leave the airport, you need to apply for the Stay Permit at the airport. Please complete the "embarkation/disembarkation card", together with your travel documents, boarding pass for the onward connecting flight and travel itinerary, go to the inspection counter of China Immigration Inspection to apply for stay permit.
