About:24-Hour Visa-Free Transit

Vancouver, Canada - Shanghai - Siem Reap

Hi there, I hold a Colombian passport and I'm traveling to Siem Reap, Cambodia with a long 13 hours Layover in Shanghai (PVG). Do I qualify for the 24 hours free transit in Shanghai? Can I leave the airport during this time? Can I apply for the free temporary stay permit at the immigration counter upon arrival?

Its up to immigration whether you will be allowed to leave the airport on a layover that short, especially if not overnight with hotel reservation
