If you are part of a tour group you don't need a visa for Hainan. You will need an L to travel from Hainan to Beijing

You need a tourist (type L). As Hainan and other parts of Mainland China have no immigration control, you are not eligible for the visa waiver as you are not passing through immigration in Hainan, but it doesn't matter since you would've had a visa anyway.
