Arriving at PVG at 8:30pm, next flight at 8:20am - options to go into the City Centre?

I understand the MagLev or Metro would be mostly unavailable during this 12-hour red-eye transit, what are the best options to get into the City (to find something to eat other than airport food) other than taking a rip-off taxi? Appreciate any guidance you can provide.
