About:Chinese Consulate in New York

If you live in Dallas, Texas. I'm US citizen . Chinese origin / Overseas Chinese.Can I apply visa

Apply visa in New Ork City. I'm in NYC at present with my daughter.
Or you need to apply in Huoston, Texas as I live in Dallas, Texas

If you have USA passport, you need to apply for Chinese visa to enter mainland China, and you need to make the application at the consulate in Huston.
