72 hour waiver visa - Travel Shanghai to Beijing to Shanghai?

Can you use a 72 hour waiver free transit for the following?
arrive in Shanghai, apply for visa, fly to Beijing, return to Shanghai and leave within 72 hours

That's a big no-no and will earn you a 5-year ban from using visa-free transit.
