72 Hour Visa Waiver for trip with Layovers

Hello, if we have flights from Osaka to Harbin with a 3 hour layover on both legs in Shanghai, would we qualify for the 72 hour visa waiver? We would not be leaving the airport in PVG.

Entry Itinerary: Osaka > Harbin (3 hour layover in PVG Shanghai)
Exit Itinerary: Harbin > Bangkok (3 hour layover in PVG Shanghai)

Thanks.

No, unfortunately, your itinerary is not eligible for 72 hour visa free transit in Harbin. Simply speaking, 72 hour visa free transit clearly requires that the immediate points before and after your mainland Chinese stop have to be in two different countries or eligible territories (eligible territories are Hong Kong, Taiwan and Macau). Also, it is not allowed to have two mainland Chinese stops in a row. You will have to obtain a Chinese visa in advance or adapt/alter your itinerary to be in accordance with 72 hour visa free transit rules. I'm sorry.
