About:144-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

I am bringing a group to Shanghai from Australia. We will fly in from Hong Kong.

Can someone confirm (or not - as the case maybe)

We will stay 72 hours. We will then go on to Macao before returning to Hong Kong. My understanding is we can transit without visa.

If we were to fly in from Hong Kong, stay the same amount of time and then fly back to Hong Kong, we would need a visa as this wouldn’t be seen as a transit stop. Am I correct?
