About:72-Hour Visa-Free Transit

Check in luggages

We have a 14 hrs lay over in Shanghai from the US going to the the Philippines, we are planning to go on a day tour...do we have to claim our check in luggages and bring it with us?or we can just leave the airport with the 24 hrs permit bringing only our carry on luggages since we have a connecting flight

Shanghai has been disallowing leaving the airport on stops under 24 hours to many people. Usually baggage is checked through if on same ticket. Usually they will let someone through if changing terminals or have a hotel reservation.
