About:144-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Can I use the 144 hour visa on arrival twice during one trip?

Would it be possible to do Dubai - Shanghai - Bali - Shanghai - Dubai and get the 144 hour visa on arrival on both entries to Shanghai?
