Limitation of 144-hour free transit

I'm arriving to Shanghai on Sunday June 17th, leaving for Hong Kong on June 20th, which is well within the limit of 144 hours. I applied for the same kind of visa 3 times earlier this year, my question is if there's a limit of how many times you can apply for the 144-hour free transit?
