hello, i will be flying in from ny to beijing arriving at terminal 3

Question

but my nephew is flying into BJ from Israel into Terminal 2 at BJ. We want to meet up (and surprise my mother).  I know that there are shuttles but i'm not sure if he should come to me before clearing customs or after customs.  It's so big and confusing.  Do you have any suggestions?  Meet up places?  Before customs?  He will only have carry on luggage I believe.  Thank you.

Maybe you can meet your nephew at the transit passage betweeen T2 and T3. Don't worry. You can easily find the direction because there are many English signs at PEK. Hope helpful!
