About:China Customs Declaration

I took Photograph negatives from the USA, to print in China, because it was cheaper.

I'll be going back to the USA, and the negatives will be in my luggage. They are not photos of China. Should I still declare them?

Yes, you'd better declare them at the custom and explain what photo negatives to the airport staff.
