About:China Visa on Arrival

VoA for Indian National

I have two questions:

1. Can an Indian National get a VoA out of Guangzhou. Reason of travel is to repair a technical issue.

2. Can he depart China from Shenzhen to head to HK by car or does he have to fly from Guangzhou?

You cannot get VOA. VOA is for those whose visa has already been approved by the Chinese government.

I am sorry do not understand your point. It says VOA is for emergencies. How would the government pre-approve?

The responsible party in China will send the application for your visa to the local Exit and Entry Administration for approval, and if approved they will issue an approval letter which must be used to board your flight. Without said letter, no airline will be able to let you on board the flight.
