Lebanese Citizen

hello,
I have a Lebanese Passport and i live in France (with a residence Permit ), and i have to go to Shanghai next Week for a Business meetings with my Company, i already submitted a request on the Visa Center but they are asking for an official letter from china that i should get it tomorrow but then no time for Visa.
my question is, if i get this document and fly to china on Saturday without visa on my Passeport, can i get a VOA when i arrive to shanghai Airport?
