Visa for lebanese holder in a third country

Could a Lebanese Holder apply for chinese visa in a european or any othe country besides Lebanon? If yes should the applicant be in person at the visa application center or could be done through a representative or agent?

Only if you have long-term legal residency in other countries. And the application can be done through a representive or agent.
