2 Transit Stop in China - Guangzhou CAN and Beijing PEK

Hi. I will be flying from Taipei to Berlin but i will have 2 transit stop in China.

First, my flight will be from Taipei TPE to Guangzhou CAN for 2h,
where i will have a layover in Guangzhou for 5h15m.

Then I will have to board my next flight from Guangzhou CAN to Beijing PEK for 3h5m and have a layover in Beijing PEK for 2h30m -
before I board my next flight from Beijing PEK to Saint Petersburg LED for 8h30m.

My question is, will the 24h transit visa exemption applies to my double stop flight transit? Since the total hours i spent in China before flying to Saint Petersburg is less than 24h (21h20m to be exact). Because the problem is that i have 2 transit stops in China where my luggage will not be checked through so i have to check it out and check in again.

PS. I have seat reservations from the airlines i am using for my flights from Taipei to Beijing, will that help?
