Can I apply fro 24 hour TWOV?

Hi,
I have an Australian passport. I am flying from France to Shanghai. Direct Flight. I have a meeting there and then I take a train to Hangzhou for another meeting. And then flight to HK. Total, I will be in China Mainland for approx 14 hours. Do I qualify for 24 hour TWOV? If not, what are my options? It is too late now to get a proper visa..
