Will Shipping Cost be reduced if I opt to pay custom clearance by myself ?

China Post says , all customs and duty costs are included so I do not have to pay additional fee about the shipping in my home country . Can China Post reduce the cost of shipping for me if I opt to pay duty fee by myself after the goods reach my country ?
