About:24-Hour Visa-Free Transit

24hours TWOV for tunisian

Hello, I have a Tunisian passport and I am living in Switzerland, I am having a two-way flight GVA-SGN-GVA and I have a transit of 13hours in Beijing.
How can I get the 24hours TWOV ? And will I be able to leave the airport ?
