About:How to Travel to China without a Visa

Meaning of Transit

Singapore passport Holder
Brought a return ticket with Hebei Airline depart 10th July & Return 22nd July ( < 15 days ) with family (from Singapore to Hangzhou )
On reaching Hangzhou , check out and stay in hotel overnight with Family. On my own , Next day 11th July check in again taking Air China to Austin & Return on 16th July (Business Trip) back to Hangzhou. Stay in Hangzhou for 7 days and rerun with family on 22nd back to Singapore.
This should not be considered as transits since I already check out when I first touch enter Hangzhou on 10th July.
Can anyone advise
Thank you

That is transit because you are not returning to Singapore but leaving to a different country, however it does not matter to Chinese immigration because your 15-day period resets every time you re-enter Mainland China. There's no law forbidding you to be in transit and your stay will still be 15 days regardless of how you want to travel.
