We would like to see the Ice Festival in Harbin. We plan to fly from Shanghai to Harbin on 08 Jan.

And returning to Hong Kong via Shanghai Pudong Airport on 11 Jan. 2018 ( 3 nights ). My questions are :

1. Are the flight from / to Harbin normally on-time? Does the flight often be delayed / cancelled because of cold weather / snow storm?
2. Will it enough time if we choose the flight from there to Shanghai at 09:20 / 13:55 by China Eastern Airlines arriving in Pudong terminal 1 then Shanghai - Hong Kong from Terminal 2 by Hong Kong Airlines at 18:10 / 20:55?
3. What 4-5 stars hotels should we stay that the location is close to the Ice Festival? Or where is the Ice Festival?
