Kaye, if you are traveling like UK-Shanghai - Beijing-UK, you need to apply for a visa for that trip beforehand.

You can enjoy free transit for the trip UK-Beijing-Tokyo, but you need to apply for a visa for Tokyo-Shanghai-Beijing-UK.

The Shanghai 144 transit without visa, restricts you from traveling outside Shanghai, Jiangsu and Zhejiang. Any travel outside these 3 areas limits you to the 24 hour direct transit which begins when you arrive in Shanghai.
