About:China Visa

can overstayers return to China or do they get blacklisted?

I have a Fiilipino friend who has overstayed for 2 years 8 months in China on an L visa.
She is willing to surrender to the local police and take the fine or 2 weeks in prison before getting an exit visa and leaving for the Philippines.
The question is can she return a few months later to China on an S1 visa or will she blacklisted as some people say?
She has no criminal record.

It's hard to say that. What she can do is to apply for the S1 type from the China embassy, then she will know the result. I wish her good luck.

That long of an overstay is pretty much guaranteed a 10 year blacklist and time in detention.
