Hello, I am a chinese foreigner that wants to apply for the new 3 to 5 year chinese visa.

Hello I am a chinese foreigner that wants to apply for a 3 to 5 year chinese visa in China after the new policy came out this Feb.
Can I apply this through a L tourist type, or do I have to have some sort of residency in China for at least 1 year?
