Landing at Pudong and departing from Hongqiao

Can i use the 24hr free transit visa to change my airport at Shanghai?

Also, how much time is required to get the direct transit at pudong?
How much is the transfer time from pudong to hongqiao?
My connecting flight to 3rd country is from hongqiao but i will be landing at pudong.
I have 4 hours transit time.
