Hi, Gary, you are supposed to apply for Chinese visa for the trip because you cannot enjoy free transit.

Visa is required because you need to be in transit to a third country. Since you are entering and exiting from the same country you are not eligible for TWOV.

To add, not only due to third country rule. Fuzhou is not an approved exit port if you arrive in Shanghai. Shanghai to FOC is a domestic flight thus visa required.
