TVOW applicable for arrival at Tianjin cruise port & departure from Beijing airport?

I am arriving at Tianjin cruise port at the end of a cruise on 26th April & have flight departures booked from Beijing International airport for 07:30hrs on 27th April. Will I be able to use the 72 / 144 TWOV system?
If yes, do I get the TWOV at the cruise port or do I have to apply another way?
