In Shanghai, leaving the Shanghai airport is no longer possible if your layover is less than 24 hours regardless of nationality. But if you have hotel booking confirmations, you may be allowed to enter Shanghai then.

Hi Daley,
I'm have a layover in Shanghai for about 12 hours and looking to go out and visit the city. Is there any place you've found that says Shanghai airport doesn't allow to leave transit area if layover is less than 24 hours? I've read everywhere that with the 24 hour twov and applying for permit at immigration one can leave the airport. Please let me know as I plan to be there in April.

It is a new policy implemented since Feb. 2018. If you still have doubt, you can check the information from Timatic. Or contact Shanghai airport to inquire this.
