Beijing immigration no longer requires Taiwanese to hold a valid Taiwan Compatriot Permit if not clearing immigration. However, in practice, some airlines may refuse boarding if not holding a valid TCP even when the TCP can be obtained on arrival. Your best bet is to get a TCP if you are currently in Taiwan.
