What about 2 layovers at PVG in 12 days and being able to rent a hotel room

Hello! I'm a US citizen with a 16 hour layover in PVG airport. I have two questions. 1) Will I qualify for the 24 hour permit for both layovers, or only one? 2) will I need any type of documentation (visa) to rent a hotel in Shanghai city?
