It is possible to buy a bus ticket in Longsheng Bus Station to get to Fenghuang A.C.?

No, you can’t do that.
You need to take a bus to Guilin and then take a taxi to Guilin Qintan Bus Station, where you can buy the bus ticket to Fenghuang. The bus departs at 12:45, btw.
