I am Venezuelan living in Austria. I need a tourist visa (2 entries)

I need a tourist L (2 entries) since I will stop in China 2 times during a trip to Indonesia. I live in Innsbruck so it's not easy to go personally to the embassy in Vienna. Is it possible to send the documents by post? Or if someone else brings my documents, can I ask the embassy to send my passport back to me directly by post?
Also, is 2-3 weeks before the trip time enough to process the application?
