Question

HiI am flying to london from bangkok with a layover in Beijing PEK of 11 hours. I'm romanian , and was wondering if we can leave the airport during the layover, do i need to apply for a visa before? or is it just filling in a document during the flight?

No, visa is not required. You can use the 24-hour direct transit in Beijing. You may inform the airlines when boarding, fill an Arrival/Departure Card on the flight, and then apply for the permit with your passport an onward ticket at the immigration counter upon arrival at Beijing airport.
