Application for 5 years multiple entry visa for ex Chinese citizen

Recently the Chinese government had announce that ex Chinese citizen holding foreign citizenship are allow to apply for a 5 years multiple entry visa to facilitate visiting of their parents,relatives etc.. Where do you apply in Singapore?
